Basque Country
The Basque Country pilot focuses on the seamless integration of logistics hubs to support efficient and sustainable door-to-door freight transport.
It explores strategies to better combine maritime, rail, road, and other transport modes into a cohesive multimodal freight network, with the objective of improving performance across the entire supply chain. The pilot is implemented in a region with a strategic role in the Atlantic corridor and a dense, diverse transport infrastructure, including the ports of Bilbao and Pasaia, three airports, and four major logistics platforms. Freight transport in the region is currently dominated by road traffic, which contributes significantly to congestion, emissions, and safety challenges, highlighting the need for more balanced and optimised modal use.
The pilot analyses and optimises transfer hubs and logistics nodes to reduce operational friction and transit times when freight moves between transport modes. This includes improving interactions between ports, logistics platforms, and inland connections, as well as enhancing last-mile logistics operations. Real-time monitoring and data-driven decision-making are central elements, using advanced algorithms to anticipate constraints, detect disruptions, and support dynamic route replanning in long-haul freight transport. Five freight operators participate in the pilot, testing FEDORA solutions under real operational conditions. Within FEDORA, the Basque Country pilot demonstrates AI-based synchromodal optimisation algorithms, supported by complex event processing, simulation tools, freight controllers, and regional transport models to assess impacts at scale and support future freight planning.
